The editorial policy of the journal "Vestnik Roszdravnadzora" defines the requirements for the author's original articles and the responsibility of all participants in the process of preparing a manuscript for publication for their violation.

1 CONDITIONS FOR REVIEW AND PUBLICATION

The editors accept for consideration only original scientific and scientific-practical articles (research, methods, clinical cases, opinions, reviews) in the field of "healthcare management and public health". Priority areas of research are control and supervision activities, including quality control and accessibility of medical activities; regulatory legal regulation of control activities in the healthcare sector; pharmacovigilance; observance by medical and pharmaceutical organizations of the rights of citizens in the field of health care; state control in the circulation of medicines and medical devices, etc.

The manuscript is considered by the editors only if it is prepared in accordance with the requirements of the journal.

KEY QUALITY CRITERIA FOR A MANUSCRIPT

  • Observance by the author of the rules for constructing a scientific publication and the scientific style of presentation.
  • Full and convincing presentation of the methodology, presentation of the results in sufficient volume, comparison with the results of other researchers, reasoned conclusions.
  • The subject of the work and the results of the author's research should be of interest to researchers of different specializations.

REASONS FOR MANUSCRIPT REJECTION

  • Inconsistency of the manuscript with the subject of the journal.
  • Inaccurate data, unreasoned or false statements, inaccurate information that does not reveal the essence of the task, methodological errors.
  • Lack of scientific novelty in the conducted research.
  • Incorrect statistical analysis of results.
  • Inappropriate authorship, misquoting, plagiarism, self-plagiarism, falsification of data.
  • Incorrect structure, lack of logical relationship between elements of the text, grammatical errors, chaotic presentation of the main ideas of the text.

4 CONTENT AND DESIGN OF MANUSCRIPTS

LANGUAGE REQUIREMENTS FOR THE MANUSCRIPT

The article should be written in simple language, understandable even to non-specialists. You can not use terms that are not generally accepted, or scientific jargon: the "scientific" of an article is determined not by the complexity of its language, but by the quality and value of the research that it describes. Literary editing, which is customary in the journal, is aimed at eliminating obvious language errors in the text of the manuscript and simplifying the language.

RESEARCH QUALITY REQUIREMENTS

A high-quality scientific article can only be the result of high-quality scientific research. When planning research, it is necessary to be guided by international standards.

Research involving humans must be approved by the local ethics committee, and in the absence of such, must comply with the requirements of the Declaration of Helsinki 2013. Any deviation from the norms of the Declaration must be substantiated by the authors, discussed and approved by the scientific council of the research organization on the basis of which the study is being conducted.

A clinical trial should be registered prior to the selection of trial participants with Roszdravnadzor or one of the WHO-accredited registries. The registration number must be indicated in the section of the article "Patients and Methods". In case the study was not registered, the author must explain the reason to the scientific editor.

Research participants have the right to keep their personal data confidential - their public use is possible only with the written consent of each participant. Obtaining consent implies preliminary familiarization of the participant with the text of the article and photographs. When children participate in the study, consent is given by their parents. Written consents are kept by the authors and must be submitted to the editorial office upon request. A mention of obtaining written consents should be contained in the section of the article "Patients and methods".

Animal research must be approved by the local ethics committee.

MANUSCRIPT STRUCTURE

Original research

Background. The Background should provide a review of the literature that characterizes the prerequisites for conducting the research, defines the range of solved and unsolved problems, indicates the hypotheses under research, as well as the main goal (s) of the research. The purpose of the research should be described clearly, in 1-2 sentences. Conclusions should not be included in the Background.

Materials and methods. In the «Materials and Methods» section, list all inclusion and exclusion criteria, number of research subjects, criteria for randomization into groups/subgroups, study methods and assessed variables, and indicate how the results are evaluated. All terms must be properly defined, and the statistical information must be detailed enough to allow the research to be repeated. An adequate description of the statistical analysis should be provided, including the types of statistical tests and their applicability in a particular case. All significant results must include the test value, the degree(s) of freedom, and the level of statistical significance.

Results.The «Results» section should describe the most important results of the study, analysis, or experiment. The most important results should be identified, and relevant trends and patterns described.

Discussion.The «Discussion» part should include a discussion of the results of the study, the significance and novelty of the results presented, and whether the results support or contradict previous studies. It is desirable to indicate the limitations of the study.

Conclusion.The «Conclusion» section should contain an assessment of the results. If the paragraphs are numbered, then it should be called «Conclusions».

Analytical review

Background.Provides a brief overview demonstrating the relevance of the ongoing literature study and its purpose.

Main text.The section should contain an objective view of the existing problem with a critical analysis of the research available on this topic. The depth of literature search, with the exception of historical information, should not exceed 10 years.

Conclusion.The section should contain a summary of the state of the problem, which should be consistent with the goal.

Systematic review

Background.The Background should provide a brief overview of the literature, characterizing the prerequisites for conducting the study, identify the range of solved and unsolved problems, indicate the hypotheses under study, as well as the main goal (s) of the study. Conclusions should not be included in the Background.

Methods.The Methods section should clearly state the literature search strategy, data extraction procedure, classification of evidence, and type of analysis used. All terms must be properly defined and the statistical information must be sufficiently detailed. Please indicate if there is a verification protocol, if it is available and where it is available, and if so, indicate the registration information, including the registration number.

Results.The «Results» section should describe the most important findings of the research. The most important results should be identified and relevant trends and patterns described.

Discussion/Conclusion.The section "Discussion/Conclusion" should contain an assessment of the obtained results. There should be a discussion of the outcomes, the significance and novelty of the results presented, and whether the findings support or contradict previous studies.

FORMATTING THE MANUSCRIPT

Text material is submitted in electronic form: Microsoft Word text editor, Times New Roman font, 12 point size, 1.5 spacing. The volume of the original article and the description of the clinical case should not exceed 12 printed pages, and the review - 15 printed pages. Figures are provided in separate files indicating their location in the text of the article.

The title page indicates:

  • Title of the article (in Russian and English). The title of the manuscript should not exceed 15 words. In the title of the article, the use of abbreviations (except for generally accepted ones) and commercial names of drugs and equipment is not allowed; the title should reflect the content of the article.
  • Information about each author of the article (in Russian and English): full name (initials must be fully deciphered); academic degree, title; full name of the place of work; full title of the position held; contact phone number (will not be specified when printing the article); E-mail address; ORCID (authors must be registered with Open Researcher and Contributor ID) One of the authors should be listed as a contact person for negotiations and correspondence regarding the material submitted to the editorial office. The editors of the journal strongly recommend that authors, when writing their last name (and the name of the institution - place of work) in English, use the option that is already included in Russian and foreign databases (RSCI, WoS, Scopus), or the option written in the passport. With different spellings of the surname, it is impossible to correctly cite your works. The section should include a brief description of each author's contribution (general guidance, collection of information, development of a statistical model, data processing, etc.).
  • Full name of institutions - places of work of the authors, indicating the address with an index. Names of institutions and addresses must be translated into English.
  • Abstract (Summary). The abstract should not exceed 800 characters including spaces. For original articles, a structured abstract is required, and for other types of articles (literature review, clinical case demonstration, exchange of experience), standard text reflecting the main ideas of the article. For clinical trials, the abstract should also include where and when the trial was registered and the Clinical Trial Number, if any. In the abstract, as well as in the title, commercial names of drugs and equipment should not be used. A structured abstract should have the following sections:
    • Background, reflecting the history of the issue and the importance of its study.
    • Objective, reflecting the purpose of the study or the hypothesis that the authors of the article studied in their work.
    • Material and methods — the section should include a brief description of the patient groups, the treatment/examination option, and which statistical analysis methods (with program indication) were used.
    • Results, describes the results obtained by the authors and shows / does not show their statistical significance.
    • Conclusions based on the results and reflect their significance.
    • Keywords (in Russian and English). The citation of the article depends on the correct choice of keywords.

DECLARATION OF CONFLICTS OF INTEREST

A conflict of interest occurs when the professional opinion of researchers is influenced by secondary interests: financial relationships, family ties, scientific competition or opposition of scientific views.. In order for the readers of the journal to assess the likely bias of the article, the authors are required to disclose all possible conflicts of interest.

6 RESPONSIBILITY OF PARTICIPANTS IN THE PROCESS OF PUBLISHING A MANUSCRIPT

RESPONSIBILITY OF AUTHORS

The author of the publication can only be the one who:

  • made a significant contribution to the design of the study or the acquisition, analysis and interpretation of data within the study;
  • participated in the preparation of a draft of the manuscript or made corrections;
  • participated in the preparation of the final version of the article;
  • agree to be responsible for all aspects of the study.

Authors are required to comply with the ethical requirements of the journal, including disclosing existing conflicts of interest.

One of the authors is a correspondent and assumes responsibility for interaction with the editors. Corresponding author must respond to inquiries and messages from the editorial board within no more than 3 days. Otherwise, the article may be rejected.

RESPONSIBILITY OF REVIEWERS

Reviewers undertake to be impartial, honest and polite in their assessments, to formulate constructive comments. They guarantee confidentiality: manuscripts cannot be discussed with third parties without notifying the editor-in-chief of the journal, article ideas cannot be appropriated, and used, including for personal purposes, before its publication. In the event of a conflict of interest, the reviewer must withdraw from the review. The review must be prepared according to the form of a journal within the prescribed period. The reviewer must answer any questions related to the review prepared by him.

The editors must ensure the confidentiality of the process of preparing manuscripts for publication. None of the editorial staff can publicize the ideas expressed in the submitted manuscripts. The editors are obliged to convey the confidentiality requirement to the reviewers.

The editors should ensure timely consideration of the manuscript. Any delay must be agreed with the authors. In case of refusal to publish, the editors should notify the authors as soon as possible.

The editors should ensure the organization of the review of submitted manuscripts in accordance with the developed review rules and the designated criteria for selecting reviewers.

Unintentional errors are an integral part of the publishing process, and the editors undertake to publish information about factual inaccuracies in articles as soon as they are discovered.

7 ETHICAL REQUIREMENTS

ORIGINALITY OF THE SUBMITTED MATERIALS

The editorial staff of the journal accepts for consideration manuscripts that have not been published previously, including partially and / or in another language, and are also not under consideration in other journals. If the manuscript contains the results used in the preparation of other manuscripts, where the authors acted as co-authors, the authors should warn about this and provide links to such articles. If the manuscript largely repeats the content of articles previously published by the authors, the authors should warn about this and provide links to such articles.

It is possible to republish a manuscript previously published in another language, but on condition that the article contains extremely important results that need to be distributed as widely as possible, and the consent of the journal that published the manuscript for the first time was obtained. Such a publication must contain an unambiguous reference to the original source.

Manuscripts that are a reanalysis of previously published data should contain a link to the original source.

UNFAIR SCIENTIFIC BEHAVIOR

Plagiarism

Plagiarism is the use of someone else's published or unpublished ideas, statements (oral or written) or other intellectual property without permission and / or attribution and presenting them as new and original, and not borrowed. If plagiarism is detected, the manuscript is rejected without the right to reconsider with a warning addressed to the research organization in which the authors work.

Self-plagiarism is the presentation of one's own previously published data as new and original. The most frequent violations are: modification of the text of an article without changing its content value compared to a previously published work; preparation of a manuscript with results presented at conferences more than 1 year ago; preparation of a manuscript with the results presented in a dissertation defended more than 1 year ago. Such works do not have scientific novelty and cannot be published.

Self-citation is the use by the author of the texts of his previous publications in other publications on the same topic without formalized citation. Self-citation is not considered plagiarism, but is also unacceptable. If a significant proportion of self-citation is found, the article is not rejected, but is not considered further until the necessary corrections are made.

Data falsification

Data falsification is the complete fabrication or deliberate distortion of part of the data and the deliberate concealment of data that contradicts the hypothesis or conclusions of the authors. In case of fabrication or deliberate distortion of data, the manuscript is rejected without the right to re-consider with a warning addressed to the research organization in which the authors work. If part of the data is withheld, the manuscript is rejected, but may be re-considered if the authors provide the data in full, correcting the conclusions about the results obtained.

CONFLICT OF INTERESTS

In order for the readers of the journal to assess the likely bias of the article, the authors are required to disclose all possible conflicts of interest. If there is a conflict of interest, information about it will be published along with the article. If the presence of a conflict of interest is discovered after the publication of the article, the journal will publish the information received separately, and the authors will have to submit an explanatory letter to the editor.

8 Editorial Board

The editor-in-chief is responsible for the content and quality of the journal. However, in order for his decisions to be as objective as possible and to take into account the specifics of various fields of knowledge, the editor-in-chief forms the Editorial Board and the Editorial Council.

Members of the Editorial Board and the Editorial Council can be researchers with a scientific degree of Candidate or Doctor of Science who regularly publish papers in Russian and foreign scientific journals in the field of their scientific interest (at least 3 publications per year) and are not seen in violation of publication ethics. If a member of the Editorial Board is caught in unscrupulous behavior as the author, he is immediately excluded from the Board without the right to re-invite.

The duties of the members of the Editorial Board are reviewing the articles submitted for consideration, expressing an expert opinion on articles of questionable quality, providing feedback to the editor-in-chief after the next issue of the journal is published, recommending actual topics for issues. Peer review and expert assessment of articles of questionable quality are carried out only at the request of the editor-in-chief.

The composition of the Editorial Board is reviewed if necessary by the decision of the editor-in-chief, there is no limit on the number of members. Withdrawal from the Editorial Board of one's own free will is free. Work in the Editorial Board is not paid.

9 PEER REVIEW RULES

All manuscripts submitted for consideration are reviewed. Reviewers and their number for each manuscript is determined by the editor-in-chief.

Blind peer review is customary in the journal: the reviewer and the authors do not know each other's names.

The review is compiled in the form of a journal. The review must be provided within the agreed time, but no later than within 10 days from the receipt of the article by the reviewer. Subsequently, the reviewer should promptly answer the questions of the authors and the editor, explaining his comments and recommendations.

Based on the results of the review, the article may be rejected, published in the form sent or finalized (with or without re-reviewing - at the discretion of the editor-in-chief). The final decision on the publication of the article is made by the editor-in-chief.

Reviewers can only be researchers who have published in Russian and foreign journals on the topic of the reviewed article over the past 3 years. The choice of the editor-in-chief is based on a variety of factors, including the reputation of a potential reviewer, recommendations from authors and members of the Editorial Board, previous experience of interacting with a reviewer, etc.
